- The Saudi Building Code is mandatory, with parts covering every building discipline.
- Key MEP parts: electrical 401, mechanical 501, sanitary 701, fire 801 and energy.
- Compliance starts at design — correcting after construction costs more.
- Ask your designer which code parts and editions were applied.
The Saudi Building Code (SBC) is the set of mandatory requirements for design and construction in the Kingdom, overseen by the Saudi Building Code National Committee. Its technical detail is the engineers' responsibility, but an owner who understands its outline can ask designers and contractors the right questions and avoid problems with permits, operation and insurance later.
The code parts that relate to MEP
- SBC 401 – Electrical Code: wiring, protection, earthing, panels, lighting and emergency systems.
- SBC 501 – Mechanical Code: air-conditioning, ventilation, exhaust, ductwork and fresh-air requirements.
- SBC 701 and 702 – Sanitary Code: water supply, drainage, drainage venting and private sewage disposal.
- SBC 801 – Fire Code: alarm and suppression systems, means of egress and safety requirements.
- Energy conservation (SBC 601 and 602): envelope insulation and the efficiency of HVAC and lighting for non-residential and residential buildings.
- SBC 1201 – Fuel Gas Code: for gas installations where present.
What it means for you as an owner
Electrical
Correct load distribution, proper circuit protection, sound earthing and emergency lighting for exits. Electrical errors are among the most serious because they affect safety directly.
HVAC and ventilation
Enough fresh air for the use, proper exhaust for kitchens, toilets and car parks, and design that meets energy-efficiency requirements — reflected in indoor air quality and the electricity bill.
Plumbing
Suitable materials, correct drainage falls, venting that prevents odours, and protection of the water supply from contamination.
Fire
Alarm and suppression systems suited to the building's classification and use — requirements that are checked closely for approvals and licences.
Every code requirement applied at design stage costs little; the same requirement after construction can mean demolition and rework.
Questions to ask your designer
- Which code parts and editions did the design apply?
- Are the electrical, mechanical, plumbing and fire drawings coordinated with each other and with architecture and structure?
- Are the electrical and thermal load calculations documented and attached?
- Does the design meet the building's energy-conservation requirements?
Our role
We design electrical, mechanical and plumbing works to the applicable code parts, coordinate the disciplines before issue, and review existing drawings to catch issues before submission to the authorities or before construction.
FAQ
Is the Saudi Building Code mandatory for all buildings?
Yes. It is mandatory and applied according to the phases and building categories set by the authorities. Check the current requirements for your project type.
What's the difference between SBC 401 and SBC 501?
SBC 401 covers electrical wiring, protection and systems; SBC 501 covers air-conditioning, ventilation and exhaust systems.
How can I check my project's drawings comply?
Ask for an independent engineering review before submission or construction, with a list of comments and the code reference for each.
